Gebalis
30 Years of PER
Editorial
In the heart of Lisbon, the Special Rehousing Program (PER) reshaped the city’s social landscape. Born from a time of economic fragility and exclusion, it became one of Portugal’s most significant public housing projects — restoring dignity, safety, and hope to thousands of families.
To celebrate 30 years of this journey, Gebalis wanted a book that went beyond documentation — a statement about the human power of space and belonging. Inspired by the city’s neighborhoods grids, we designed a visual language that mirrors them: diverse, layered, imperfect, alive.
The editorial identity blends geometry and emotion — monospaced typography, flexible grids, and a palette that shifts across stories. Discreet captions and authentic imagery — drawn from an archive of more than 80,000 photographs — reveal the human pulse behind urban transformation.
“30 Years of PER” is a tribute to Lisbon’s urban and social evolution. A book for everyone, inviting readers to see each neighbourhood not as a symbol of exclusion, but as a place of resilience, continuity, and community.
